Import and Export Prohibited Goods List (Section 17, Customs Act, 2023)

­­­­(1)  Notwithstanding anything contained in any other law for the time being in force, the following goods shall not be imported or exported, such as:

 

(a)

counterfeit coin;

(b)

forged or counterfeit currency notes and any other counterfeit product;

(c)

any obscene book, pamphlet, paper, drawing, painting, representation, figure, photograph, film or article, video or audio recording, CDs or recording on any other media;

(d)

goods imported in violation of the Wildlife (Conservation and Security) Act, 2012 (Act No. XXX of 2012);

(e)

counterfeit geographical indications of goods;

(f)

goods with counterfeit trade mark under the Penal Code, or a false trade description as per the definition of clause (5) of section 2 of  ট্রেডমার্ক আইন, ২০০৯ (২০০৯ সনের ১৯ নং আইন) (Trademarks Act, 2009 (Act No. XIX of 2009));

(g)

piece-goods manufactured outside Bangladesh (such as are ordinarily sold by length or by the piece), unless the real length thereof in standard metres or other measurement for the time being applying in Bangladesh has been conspicuously stamped or otherwise printed on each piece;

(h)

goods manufactured involving infringement of the rights of patent holder under the patent law for the time being in force in Bangladesh;

(i)

goods manufactured involving infringement of the rights of copyright holder under the copyright law for the time being in force in Bangladesh;

(j)

any other product prohibited under any law; and

(k)

any product specified, from time to time, by notification in the official Gazette, by the Board [National Board of Revenue].

(2)    The Government may, from time to time, by notification in the official Gazette, restrict the bringing into or taking out of any goods.

Import Prohibited Goods List (Annexure-1, Part-B; Import Policy Order 2021-24)

 
Unless otherwise specified in the Import Policy Order 2021-24, the following goods shall not be imported:


(1)

Maps, charts, and geographical globes, that do not indicate the territory of Bangladesh in accordance with the maps published by the Bangladesh Survey Department;

(2)

Horror comics, obscene and subversive literature including such pamphlets, newspapers, periodicals, posters, photographs, films, gramophone records and audio and video cassettes, tapes, etc;

(3)

Books, newspapers, periodicals, documents and other papers, posters, photographs, films, gramophone records, audio and video cassettes, tapes, etc. containing matters likely to hurt the religious beliefs and sentiments of any class of the citizens of Bangladesh;

(4)

Unless otherwise specified in this order, goods of secondary or sub-standard quality or below-standard or old, used, reconditioned goods or factory rejected or job-lot and stock-lot goods;

(5)

Reconditioned office equipment, photocopier, type-writer machine, telex, phone, fax, old computer, old computer accessories, old electronic goods;

(6)

Goods (including their containers) bearing any words or inscriptions of a religious connotation, the use of which or description may hurt the religious beliefs and sentiments of any class of the citizens of Bangladesh;

(7)

Goods (including their containers) bearing any obscene picture, writing inscription, or visible representation of a similar nature;

(8)

Unless or otherwise specified in this order, import of live swine and any item prepared from swine;

(9)

All kinds of industrial sludge and fertilizer and any other products produced from sludge;

(10)

Unless or otherwise specified in this order, all kinds of waste;

(11)

Horn up to 100-decibel capacity to control sound pollution under the Noise Pollution (Control) Rules, 2006;

(12)

Following chemical insecticides and industrial chemicals under the Stockholm Convention on Persistent Organic Pollutants (POPs)–

 

aldrin, chlordane, DDT, dieldrin endrin, heptachlor, mirex, toxaphene, hexachlorobenzene, polychlorinated biphenyl (PCB);

(13)

Machinery, parts, equipment, etc., used in gambling, including casinos;

(14)

Shrimps (all concerned HS codes of HS heading 03.06);

(15)

Poppy seeds and “Postadana” (all concerned HS codes under HS heading 12.07) (Postadana used as spices or otherwise);

(16)

Grass (Andropogen spp.) and Bhang (Cannabis sativa) (all concerned HS codes under HS heading 12.11);

(17)

Wine lees, Argole (all HS codes under HS heading 23.07);

(18)

Petroleum gas and other gaseous hydrocarbons (all concerned HS codes under HS heading 27.11) except Liquified Natural Gas (LNG), Liquified Propane, and Butanes (which are part of LPG);

(19)

Import of all products including petroleum oil residues except petroleum coke and petroleum bitumen are prohibited (all concerned HS codes under HS heading 27.13);

(20)

Sodium Cyclamate (all concerned HS codes under HS heading 29.29);

(21)

Artificial mustard oil (allyl isothiocyanate) (all concerned HS codes under HS heading 29.30);

(22)

Polypropylene bags and polyethylene bags (all concerned HS codes under HS headings 39.23 and 63.05);

(23)

Chassis of three-wheeler vehicles (tempo, autorickshaw, etc.) with two-stroke engines (classifiable in HS code 8408.90 under HS heading 84.08);

(24)

Three-wheeler vehicles (tempo, autorickshaw, etc.) with two-stroke engines (all concerned HS codes under HS heading 87.03);

(25)

Gas syringes (all concerned HS codes under HS heading 90.18); and

(26)

Old or used motorcycles.

Export Prohibited Goods List (Annexure-1; Export Policy 2021-24)


 Unless otherwise specified in the Export Policy 2021-24, the following goods shall not be exported:


1

(a) All petroleum and petroleum products except those produced from natural gas (such as naphtha, furnace oil, lubricant oil, bitumen, condensate, MTT and MS). However, this prohibition shall not apply to the export of petroleum and LNG as
shares, as per agreement, of the foreign investment companies under the Production Sharing Contracts.

(b) Any outbound passenger shall be allowed to carry goods made in Bangladesh in accompanied baggage, in excess of his or her personal effect, worth USD 200 (USD two hundred only), which are neither export-prohibited nor included in the list of conditional exports. No facilities such as duty drawback/adjustment, subsidy, etc. for the goods so carried shall be awardable.

Rice (except Government-to-Government level rice and aromatic rice).

As per section 29 of the Wildlife (Conservation and Security) Act, 2012 (Act No. XXX of 2012) no person shall be allowed to export or re-export of any wild animal or parts thereof, trophy, unfinished trophy, or plants mentioned in the schedule lV or parts or derivatives thereof-


(a) through any other route except the Customs port of exit;
(b) without CITES certificate, where applicable; and
(c) without licence.

Firearms, ammunition, and the related materials.

Radioactive materials.

Archeological relics.

Human skeleton, or anything produced from human beings or human blood.

All types of pulses (except processed pulses).

10

All shrimps except chilled, frozen and processed ones.

Onion, garlic and ginger.

(a) All types of processed shrimp smaller than 61/70 count/pound (Macrobrachium rosenbergii);

(b) Prawns (Penaeus monodon) smaller than 71/90 count/pound;

(c) i. Harina or rough skin or Brown (Metapenaeus monoceros) saga or yellow (Metapenaeus brevicornis) Chaka or White (Fenneropenaeus indicus) shrimp smaller than 100/200 count/pound;

ii. All types of processed, except PUD, cooked, 100/200 count/pound PUD, Bagtara or Cat Tiger or Rainbow (Parapenaeopsis sculptilis) and Chamna or Red Tiger or Kiddi or Coromandel (Parapenaeopsis stylifera) shrimp smaller than 300/500 count/pound.

Cane, wood, and wood logs/thick pieces of wood (except handicrafts made from these materials). However, rubber wood of Forest Industries Corporation will be allowed to export as inputs for furniture industries located in Export Processing Areas which will be considered as deemed export. These furniture industries will have to submit export statements of furniture made from the wood as mentioned above to the concerned authority.
